Record sovereign capital is flowing westward. Energy transition is creating new industrial partnerships. Defence, technology, and infrastructure cooperation are accelerating beyond historical norms. Yet there is no institutional platform where senior leaders from the public and private sectors can engage directly and repeatedly with one another.

The Europe Gulf Forum exists to fill that gap - a closed, structured setting where a select group of heads of state, policymakers, sovereign capital representatives, and business leaders can forge ties and unlock the huge strategic and economic potential between the two regions.

The opportunity is both urgent and concrete. Gulf sovereign wealth funds directed 28% of their investments toward Europe in the first nine months of 2025 - the highest level in at least five years. Yet overall EU–GCC trade declined by 5% in 2024, falling to €161.7 billion, with 75% of GCC exports to Europe still concentrated in hydrocarbons.

As Europe works to reduce its dependency on Asian high-end AI chips and the Gulf accelerates its AI agenda - projected to generate up to $35 billion annually, equivalent to 2.8% of non-oil GDP - the strategic case for structured cooperation has never been stronger or more time-sensitive.
